HIGHWAYS ENGLAND PARTNERSHIP WORKING
Winvic’s relationship with Highways England has always been honest, robust and successful but after many project completions over recent years, working in-line with the organisations processes and prerequisites has become second nature. From town and city ‘gateway’ schemes to Section 176 Agreement works, the team’s experience with HE makes life simpler for clients.
One of our most recent projects for Highways England is widening the A5 circa 1km east of J1 of the M69 as well as constructing an access road to a new substation and a new roundabout, which measures approximately 50m in diameter at the centre of the carriageway. The works are part of a S278 agreement and will facilitate access to IM Properties’ new 82-acre industrial and manufacturing site, Hinckley Park. We designed the programme to construct the majority of works offline to reduce the impact on the road network, with short periods of overnight traffic signals and closures to deliver the carriageway widening and final surfacing works. Crucially, we worked closely with DPD, which has its largest parcel hub in Europe located at Hinckley Park, to mitigate the works’ impact, ensuring delivery vehicles had access throughout each of the night-time closures during the facility’s operational testing phase in the lead up to Christmas.

We also undertook S278 works at Panattoni Park in Northampton, comprising major statutory authority diversions, the construction of two large roundabouts and the re-alignment of 1.2km of dual carriageway. The scheme operated 24-hours-a-day and management was operated across four works phases, accommodating eight weeks of overnight closures with associated diversion works. Additional interfaces ensured Highways England could not only undertake its adjacent Smart Motorways works without delay, but also the organisation could take advantage of Winvic imposed closures to execute maintenance duties and further minimise disruption to road users. We adhered to HE’s excavation and utilities best practice measures and guidelines (HSG47), but additionally created our own ‘service tags’ to practically illustrate utilities locations and unidentified services.
